Summary

WACOG is the Head Start Grantee for Mohave, La Paz and Yuma Counties. Our programs focus on school readiness for all children and families. As a leader in quality early childhood programs in the area, WACOG is a champion of developmentally appropriate practices.

SUMMARY STATEMENT
Under general supervision, monitor all aspects of the Head Start Program to ensure quality services are provided consistently throughout content areas and services areas.

Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties and responsibilities.
1) Annually establish a planning calendar to address the core monitoring activities to be conducted over a 12 month period for child care partners and program operations.
2) Assist with the planning, development, and execution of the annual Self-Assessment process, including protocols, tools, and methodologies to be utilized.
3) In partnership with designated WACOG staff, review existing monitoring tools to determine whether additional monitoring practices should be implemented to address priority areas.
4) Provide training to staff on the program?s approach to monitoring and expected monitoring outcomes.
5) Provide regular monitoring oversight to ensure full compliance of WACOG operations with the Head Start Program Performance Standards, Head Start Act, Arizona State Licensing, and WACOG internal protocols (including any written policies, plans or procedures).
6) Monitor health and safety of centers and child care partnership sites, including compliance with Arizona State Licensing, to ensure environments are safe and supportive of children?s growth and development.
7) Collect and analyze a wide variety of data to assess performance and recommend improvements in operations including observations, interviews, document review, and data analysis.
8) Develop written reports to address compliance concerns, opportunities for improvement, and strengths.
9) Communicate monitoring concerns to relevant staff and assist in the development of a corrective action plan as needed; validate corrective actions have been implemented and sustained through data analysis and observation.
10) Support Policy Council?s involvement in the annual Self-Assessment and other program monitoring activities.
11) Act as a liaison to the Head Start/EHS Program Director and other content area staff as designated to develop and implement management systems that allow for seamless and consistent operations.
12) Provide feedback and input into the annual training and technical assistance plan to ensure that ongoing monitoring concerns are addressed systematically through formal training and professional development.
13) Act as an expert user for program related software programs and train others as necessary; update systems as needed to maintain compliance and compile complex data to provide efficient and accurate reports for internal or external agencies as required; perform data entry as needed.
14) Travel within WACOG service area, including overnight stays as needed; additional travel maybe required.
15) Maintain regular and punctual attendance; work outside of standard business hours as needed.
16) Utilize tact and discretion to maintain confidentiality; project a positive and professional image of WACOG at all times.
17) Other duties as assigned or required of the position.

Requirements

REQUIRED EDUCATION AND EXPERIENCE
Associate?s degree in Education, Early Childhood Education, Public Administration, Technology or a related field.
One year experience with quality assurance, risk management, compliance, public administration, or related administrative or support duties.

PREFERRED EDUCATION AND EXPERIENCE
Bachelor?s degree in Education, Early Childhood Education, Public Administration, Technology or a related field.
Two years experience working with or for early education and care program or experience with Community Action Agencies, State programs or other federal grants.

OTHER REQUIREMENTS
Minimum 21 years of age
Valid Arizona Driver License
MVR Report of Acceptable Driving Record
Proof of Vehicle Liability Insurance
Current Health Physical and TB clearance
Current AZ DPS Fingerprint Clearance Card/ Criminal History Affidavit/Central Registry Background Check
Comfortable working in a fast-paced, high-energy environment
(Ability to secure and maintain a driver?s license valid in the state of Arizona, or an acceptable alternative means of transportation. May be required to drive an agency vehicle. Employees authorized to operate a private vehicle for WACOG business are required to carry liability insurance minimums. For purposes of vehicle insurance, minimum 21 years of age.)
